Policies about Policies

PROCEDURE:
  • Policy Approval is attained via the following steps.
    • Any Council Officer, Trustee, Committee Chairman or Member may submit proposed written policy to the Council Recorder for review and approval.
    • Once the policy is prepared for approval it shall be read at a regular scheduled business meeting, and for thirty (30) days posted on the council web site and on the council chamber bulletin board.
    • Once comments are resolved by council officers, the policy shall be presented at the next regular scheduled business meeting for a vote by the attending members. A simple majority of those attending the meeting shall approve the policy.
    • Signature of the Grand Knight shall indicate approval of a simple majority of the Council members attending a regular scheduled business meeting.
  • The policies are sequentially numbered with a revision number and date approved by the Grand Knight.
  • Once a number is used it shall not be repeated.
  • The OFFICIAL POLICY BOOK shall be maintained by the Council Recorder.
  • The Policy Book shall include a Table of Contents (TOC) listing the policy number, revision, date and title. If a policy is deleted/terminated then the TOC shall include the word "terminate" behind the title.
  • For historical purposes, the Council Recorder shall retain the original copy if the policy is deleted/terminated, revised or modified.
  • A copy of policies are available at monthly business meetings to all Good Shepherd Council #5573 members in good standing for their use.
  • If a table, chart, list, diagram or attachment is discussed within the policy an example must be included with the policy. Working copies if appropriate shall be included in the Policy Book and in council files for member usage.
NEW Policy 8: Council Meetings 50-50 Attendance Drawings
Statement:
  • It is the policy of Good Shepherd Council #5573 that the proceeds from the Council Meeting 50-50 Attendance Drawings are to be deposited into the Council Newman Fund.

NEW Policy 7: Absentees
Statement:
  • It is the policy of Good Shepherd Council #5573 that any council officer, committee chairman, or member appointed to a specific position who accumulates three (3) consecutive unexcused absentees from council business meetings over a calendar year ” May Be” removed from office or position as appropriate by the Grand Knight.
  • To be granted “An Excused Absentness” the member must contact the Grand Knight or Deputy Grand Knight prior to the applicable business meeting to make such request.

NEW Policy 6: Gratis Meal Expense Limits
Statement:
It is the policy of Good Shepherd Council #5573 to provide gratis meals for the following groups at the listed events.
  • Widows of Good Shepherd Council #5573 Knights of Columbus members are allotted one meal gratis at each fish fry event.
  • Priests, and Nuns are allotted one meal gratis at each fish fry event.
  • Widows of Good Shepherd Council #5573 Knights of Columbus Members, Priests, and Nuns that attend the Good Shepherd Council #5573 Knights of Columbus Christmas party and/or Awards Banquet are allotted one meal gratis at each event.
  • Knights of Columbus members from other councils, Knights of Columbus State organization or Supreme are responsible for the cost of their meals at the Fish Fry Fundraiser.
  • Cost for meals at the Awards Banquet or Christmas Party of invited guests other than listed above are to be presented to the Grand Knight and council members for approval prior to the event.
  • Fish Fry Service Project volunteers and/or student volunteers (i.e. Boy Scouts) working the dining area are allotted an evening snack as determined by the Fish Fry Chairman.
  • Adult volunteer workers at the Fish Fry event are given a $2.00 discount for their meal.
  • At the end of a fundraiser which there are remaining resources (i.e. food, candy, decorations, supplies, etc.) they may be offered for sale to whoever wishes to purchase them at a cost determined by the fundraiser chairman.

NEW Policy 5: Business Pre-meeting Snack Expense Limits
Statement:
  • It is the policy of Good Shepherd Council #5573 to provide $100.00 as reimbursement expenses for the snack at the business pre-meeting when the Ladies Auxiliary are included, and $75.00 for the snack when the Ladies Auxiliary are not included with the council meeting.
  • Additional expenses incurred by the council members providing the snack are their responsibility.
  • There are no reimbursements for snack(s) provided at the council social meetings.
  • Drinks other than coffee consumed by council are the responsibility of each individual at the posted value(s).

NEW Policy 4: Council Convention Expense Limits
Statement:
  • It is the policy of the Good Shepherd Council #5573 to provide our council delegates attending the Illinois State Knights of Columbus Convention the cost of a room at the convention hotel for 2 nights and convention banquet meal tickets for 2 persons.
  • Any other personal expenses are the responsibility of the council delegate(s).
  • If any other expenses are incurred by the Grand Knight or delegates for Good Shepherd Council #5573 which they wish to be reimbursed, they must present these items and/or costs to the members for consideration.

NEW Policy 3: Lending Resources
Statement:
  • It is the policy of Good Shepherd Council #5573 that when another organization or Council #5573 member request the use of Council resources (such as but not limited to: furniture, cooking equipment, decorations or sporting equipment), it must be approved by the Grand Knight and Building Corporation President prior to leaving council control.
  • In addition, the borrowing organization must provide the following information: name of the organization, name and phone number of their Point of Contact (POC)/responsible person, inventory of items borrowed, date taken, date of return and condition of the item(s) borrowed (see attached Council Resource Request Form).
  • If items are destroyed, damaged or cannot be returned they must be replaced in kind, or compensated by the borrowing organization.
  • The attached form will be maintained by the council Deputy Grand Knight until the items are satisfactorily returned and then transferred to the council Recorder for historical storage.

NEW Policy 2: Allocation Report
Statement:
  • It is the policy of Good Shepherd Council #5573 that the Financial Secretary will give the Allocation Account Report to the Treasurer within 3 business days after the last business day of the month.

NEW Policy 1: Fundraiser Money Transfer
Statement:
  • It is the policy of Good Shepherd Council #5573 that after the end of a fundraiser period/closure of an event where funds/monies are collected the Financial Secretary shall document the amounts of funds collected and within 72 hours transfer these funds to the Treasurer.
  • From the date/time the Treasurer takes possession of the funds/monies, they shall be deposited within 24 hours into a council account of the approved financial institution.
